Building Ready Leaders: AFIT Hosts Inaugural Civilian BCE/DBCE Seminar to Advance Installation Readiness
Amid an increasingly complex operating environment, the seminar focused on preparing installation leaders to sustain mission readiness under a range of conditions. Discussions highlighted key DAF priorities, including new acquisition and execution authorities, housing and quality of life initiatives, updates from the Air Force Installation and Mission Support Center and Air Force Civil Engineer Center, as well as senior leader perspectives.
Leading off these focus areas, presenters addressed the need to bypass traditional procurement delays through newly available acquisition authorities. Leaders also highlighted an upcoming policy mandate from the Assistant Secretary of the Air Force for Installations, Environment, and Energy directing all Fiscal Year 2027 Military Construction and major facility sustainment projects exceeding $7.5 million to default to non-traditional contracting methods. By leveraging tools such as Other Transaction Authorities and Progressive Design-Build to design collaboratively with industry partners, installations can deliver mission-critical facilities faster, directly accelerating base readiness.
In addition to accelerating facility delivery, the seminar emphasized the need to modernize quality of life for Airmen and Guardians across the housing enterprise. Senior leaders detailed a historic investment surge, including over $1.1 billion invested across FY22–26 and a proposed $2.7 billion budget request in FY27, to aggressively tackle deferred maintenance.
Beyond funding, attendees explored innovative delivery models, such as the Moody Air Force Base ‘Dorms as a Service’ agreement with local municipal partners, expanded dorm Wi-Fi surpassing 50% installation coverage, and modernized policies in the upcoming DAFI 32-6000 rewrite. Together, these initiatives ensure service members and their families receive living conditions that directly support retention, morale, and everyday mission readiness.
Complementing discussions on physical infrastructure, the seminar also introduced the Emergency Management Control Center construct, which provides installation commanders with a scalable command-and-control capability tailored for contested, austere, and rapidly evolving environments. By equipping bases with agile, decentralized command capabilities, the enterprise ensures installations remain resilient power-projection platforms capable of operating through contested and degraded conditions.
Ultimately, the Civilian BCE/DBCE Seminar connected base-level civilian leaders with senior leaders and policymakers from Headquarters Air Force, AFIMSC, and AFCEC, strengthening enterprise alignment, shared accountability, and long-term mission assurance. More than a professional development forum, the seminar prepared civilian leaders to guide their installations through evolving operational challenges and sustain combat power in support of the mission.
